The Vermont Cannabis Action Fund was created to promote a safe, equitable market helps small businesses thrive despite Vermont's size.

 

We address issues hindering Vermont's licensed market, focusing on solutions that benefit the entirety of the regulated market.

Our Vision

We are a grassroots coalition of licensed retailers, manufacturers, and cultivators dedicated to creating a fair market that prioritizes consumer health, safety, and rural economic growth.

Through legislative advocacy, we influence policies that promote responsible market, reduce illicit activity, and support both licensed businesses and consumers, aiming for equitable access and fair regulation.

Our policy priorities are determined by our members.  Our 2026 Legislative Priorities are incorporated into sponsoring Vermont bill S.278

Support

Business Growth

Vermont is among only three states that edibles to 5mg per and one of only two states that limit concentrate potency to 60%. Such restrictions push consumers towards the illicit market, out-of retailers, and the online hemp-derived market, negatively impacting consumers, businesses, and the state's tax revenues. It is time to remove these unnecessary limits.

Policy Changes

Cannabis use is mostly restricted to private homes. a tourist-driven economy, we believe it should be allowed where cigarette smoking occurs and infused foods and drinks where alcohol is consumed; including events and lounges.

Equity

Fair Access & Retail Saturation

The municipal "opt-in" largely causes retail oversaturation in Burlington, Rutland, and Morrisville. Fewer than a third of selectboards have held votes for constituents. We support mandating all municipalities to conduct an opt vote in the 2026 General Election, retailers to expand more naturally and promoting a healthier marketplace.

Reform Advertising Rules

Vermont has the strictest cannabis advertising limits, restricting licensed businesses from reaching new and existing. These restrictions violate free speech rights and stifle the industry while benefiting out-of-state retailers and online hemp sellers.
